The short answer
The fan can be on and the house can still get warmer. The system is moving air. That air is not cold enough to hold the setpoint. Around Elkins and the rest of Northwest Arkansas, the usual causes are a filter you can see, a coil matted with cottonwood, a capacitor that will not start the compressor, or refrigerant that has leaked out.
